Project Overview

X-ELIO are proposing to build a battery energy storage system (BESS) in Wollogorang, NSW.

The Forest Glen Solar Farm is a 90-megawatt (MW) solar farm with a 25 MW / 25 MW-hour (MWh) battery energy storage system (BESS). The Project is located approximately 10 kilometres (km) west of Dubbo, in the Central West Orana Renewable Energy Zone (REZ).

The Forest Glen SolarFarm is deemed a NSW State Significant Development (SSD) and will contribute significantly towards Australia’s renewable energy targets. The Project will create approximately 200 full-time equivalent (FTE) construction jobs during peak construction periods, and approximately 10 FTE jobs when operational.

The Project would generate around 221,000 MWh annually, saving approximately 164,000 tonnes of CO2 emissions per year.
The Project was approved by the NSW Department of Planning and Environment (DPE) on the 28th of February 2023.

Forest Glen Solar Farm

90 MW solar farm, including:

  • Approximately 150,000 – 200,000 single-axis tracking solar panels (up to 2.1 m height).
  • 25 MW/25 MWh BESS.
  • Up to 25 power conversation units, each comprising 4 inverters, transformer and associated control equipment.
  • On-site substation, and transmission line connection.
  • Associated infrastructure, including:
    • underground cabling between solar panels and conversion units.
    • operations and maintenance buildings.
    • internal access and perimeter tracks.
    • security lighting and fencing.
    • site entry via Delroy Road.

November 2024 Project Update

In July 2024, X-ELIO lodged a modification report to the NSW Department of Planning, Housing and Infrastructure (DPHI) (previously known as the Department of Planning and Environment (DPE)) for the Forest Glen Solar Farm, which was approved on the 4th of October 2024. The modification sought to amend the following items:

  1. Increase the Development footprint by 0.42ha, to facilitate site access (via Delroy Road)
  2. Increase the areas allocated to the substation/switching station within the existing Development footprint. No additional clearing or change to the Development footprint is required for this change.

Significantly, the layout of the single-axis tracking solar panels and associated power infrastructure (e.g., power conversion units, inverters, cabling, etc.) will remain as outlined in the approved Project’s footprint.

Undertaking the modification provided X-ELIO Australia with the opportunity to update relevant studies, such as noise. This ensures the Project remains within current best practices and considers any additional mitigation measures due to the above amendments.

April 2025 Project Update

  1. X-ELIO signed the EPC contract with Santé Group for the construction of the project.
  2. We are currently progressing with preconstruction activities at the site.
  3. Construction works are expected to commence shortly, marking the start of the full-scale construction phase.

Construction Timeline

Construction hours will be in line with the NSW Environment Protection Authority (EPA), and will be as follows:

  • Monday to Friday: 7 am to 6 pm
  • Saturday: 8 am to 1 pm

Community

X-ELIO is committed to the Forest Glen Solar Farm and the Dubbo region for the long term. Communities are at the centre of our projects, and X-ELIO is dedicated to genuine community engagement and involvement throughout the entire lifespan of the Forest Glen Solar Farm.

We have developed a Community Plan, which provides genuine and ongoing benefits to the local community. This includes an agreement with the Dubbo Regional Council, where X-ELIO will provide finance to go toward local social housing projects over a five-year period.

We will be providing the community with updates on the Projects’ progress and welcome any feedback. We are keen to work with our neighbours throughout the construction phase of the Project to ensure there is as minimal impact as possible on our community.
